Could Wanda be the creator of mutants in the MCU???

Could Wanda be the creator of mutants in the MCU? 
Will the people of Westview be the mutants of the Marvel Cinematic Universe?
We know she has the power to erase all mutants from existence but now we see she has the power to alter humans and mutate them into super powered beings,... supers. Will this be the creation of the X-Men and all mutant kind in the MCU? 
Nah, that would be dumb. Besides they wouldnt be mutants if they were not born that way. They would be altered humans, like Cap or Spiderman. Although technically any altered human could have been born with the mutant x gene... but clearly some new supes are going to come from Westview... unless this is all just a dream... or a vision.
